Measures that encourage the admission, work and stay of researchers as temporary foreign workers

The Ministère des Relations internationales et de la Francophonie and the Ministère de l'Immigration, de la Diversité et de l'Inclusion mandated ENAP's Observatoire de l'administration publique (Public Administration Observatory) to carry out a comparative study to increase its understanding of what is done in certain OECD administrations in order to encourage and facilitate the entry of researchers as temporary foreign workers.

The Observatoire carried out this mandate in two parts: a study of the processes within the 8 different administrations and a summary and comparative analysis of the various administrations.

The administrations targeted by the study are the following:

  • Australia
  • United Kingdom
  • New-Zealand
  • France
  • United States
  • Switzerland
  • Québec
  • European Union
