Québec Government Office in Shanghai

Opened in 1999, the Québec Government Office in Shanghai has been assigned the general responsibility of promoting Québec and coordinating institutional, economic, scientific, technological, educational and cultural relations.

Institutionnal mandate

  • Develops relations between the Government of Québec and the governments of high-priority provinces within the bureau's assigned territory: i.e., Shanghai, Zhejiang, Jiangsu and Sichuan;
  • follows up agreements between the Government of Québec and regional governments and, if applicable, reaches new agreements;
  • supports Québec institutions that offer educational services;
  • promotes Québec culture within its assigned territory;
  • supports the activities of the Québec studies centre in Shanghai.

Economic mandate

  • Carries out strategic economic monitoring;
  • supports businesses' efforts to identify markets and partners;
  • promotes Québec as an economic and trade partner;
  • supports Québec trade missions;
  • supports investment prospecting efforts by Québec.

  • Shanghai and Yangzi Delta provinces: Jiangsu, Anhui and Zhejiang
  • Southern Chinese provinces: Guangdong, Fujian, Hainan and Guangxi
  • Southwestern provinces: Sichuan, Chongqing, Guizhou and Hubei

Maud-Andrée Lefebvre

Acting Director

Maud-Andrée Lefebvre assumed her responsibilities as Acting Director of the Québec Government Offices in Beijing and Shanghai on September 21, 2013.

Ms. Lefebvre has been with the Ministère des Relations internationales et de la Francophonie since 2005, working first as an Advisor and subsequently as the China Desk Officer from 2008 to 2013. She also carried out mandates within the Visits, Missions and State Ceremonial Branch, the Policy and Analysis Branch and the Québec Government Office in Brussels.

She holds a bachelor’s degree and master’s degree in international relations from Université de Montréal and Université Laval respectively, and also earned a certificate in East Asian studies from the Centre for East Asian Studies (CÉTASE) at Université de Montréal.

Ms. Lefebvre has been interested in China since the start of her university studies and began learning Mandarin during a study program at Nankai University in Tianjin in 1999. She received a scholarship from the Association of Universities and Colleges of Canada which enabled her to continue studying Mandarin for a year at the National Taiwan Normal University in Taipei. She has a solid knowledge of China, having traveled there on a number of occasions in conjunction with government, commercial and institutional missions.
