Declaration of intent on the social economy between Québec and France

Élaine Zakaïb, the Minister for Industrial Policy and the Banque de développement économique du Québec, recently met with Benoît Hamon, France’s Junior Minister for the Social and Solidarity Economy and Consumption.

As a result of this meeting, the ministers wanted to commemorate the more than fifty years of direct and special cooperative relations developed by Québec and France in a number of areas. Therefore, they confirmed their intention to continue sharing information and collaborating in the area of the social economy in accordance with the laws of both countries.

The social economy: an opportunity for exploration

“Considering that developing a social and solidarity economy is essential, we are very pleased with the discussions we have begun with France. In fact, the Québec and French governments are convinced that the social and solidarity economy offers an opportunity to explore more competitive, fair and sustainable economic development. And this meeting is a tangible example of our interest in optimizing and enhancing our policies through intergovernmental cooperation," declared Élaine Zakaïb.

The ministers hoped to mark the beginning of a process that will encourage and promote discussions about the social and solidarity economy in order to:

  • encourage the sharing of information on public policies in support of social and solidarity economy implemented by both governments so that these policies can be improved and enhanced through intergovernmental cooperation
  • encourage the sharing of information about successful experiments in Québec and France
  • work together to promote the social and solidarity economy around the world, and specifically in the French-speaking world.

“Québec is a leader in cooperative development. Our cooperatives are bold, creative and prosperous; they are a major economic asset for the entire province. The Québec government is a longstanding partner of the cooperative movement. We also have common concerns about economic and social development. This declaration of intent with France can only help us better support Québec cooperatives,” concluded Minister Zakaïb.
