At the invitation of the Premier, the Secretary General of La Francophonie, Abdou Diouf, is making an official visit to Québec on September 18 and 19, 2013 to meet with elected officials and representatives from Francophone and student mobility organizations.

During a working session with the Minister of International Relations, La Francophonie and External Trade, Jean-François Lisée, discussions focused on organizing the next Francophonie Summit, which will take place in Dakar in 2014.

An exceptional event

This afternoon, Mr. Diouf addressed the National Assembly – an exceptional parliamentary event. Among the points he stressed was Québec’s major contribution to La Francophonie.

“Through his moral authority, talent and vision, this man with a remarkable career has succeeded in increasing the political influence of the International Organization of La Francophonie (IOF) and the international standing of the French language. In that regard, Mr. Diouf is a steadfast ally of Québec,” said Premier Pauline Marois.

Mr. Diouf will also meet with the staff of the Institute for Sustainable Development of La Francophonie (IFDD), an agency affiliated with the IOF that is headquartered in Québec City. On September 19, he will continue on to Montréal where he will speak at the Montréal Council on Foreign Relations (MCFR) on “La Francophonie: An Original Response for the New Challenges in International Relations.”

He will conclude his visit with a series of discussions with young people organized by the International Youth Offices of Québec (LOJIQ). Topics will include culture, promoting the French language, entrepreneurship and civic engagement.

The Secretary General began his address to members of the National Assembly with the following remarks: “It is a Quebecer at heart who stands before you today.” He continued by noting that La Francophonie would
not be what it is without Québec.
