On November 5, the Québec Government Office in São Paulo was inaugurated by the Minister of International Relations and Minister Responsible for La Francophonie, Pierre Arcand, with over 200 people in attendance. Brazilian authority representatives and members of the diplomatic corps posted in São Paulo were among the guests welcoming the Québec government’s official presence in Brazil.
Québec’s prospecting efforts in this thriving market are paying off. This was evidenced by the fact that Investissement Québec’s Executive Vice President for International Affairs, Louise Morin, signed a memorandum of understanding in Rio de Janeiro between Investissement Québec and Brazil’s National Bank for Economic and Social Development (BNDES). The agreement provides for information sharing on investment possibilities and support for prospecting missions carried out in both regions. “We will pool our respective experience to offer investors in Brazil and Québec a framework that will make it easier to set up new facilities and ensure the success of high technology projects. A strategic alliance such as the one we signed today ensures efficiency and guarantees that our respective companies will benefit from the best investment conditions,” said Ms. Morin.
Research and innovation collaboration potential between Brazil and Québec was given a boost by the signing of an agreement between Québec’s School of Higher Technology (École de technologie supérieure) and the Institute for Technological Research (Instituto de Pesquisas Tecnológicas), one of Brazil’s largest research centres.
Additionally, the Paraná-Québec Joint Commission held its first meeting. Co-chaired by Minister Arcand and the State Governor, the meeting focused on analyzing cooperation projects in the culture, education, industry, trade, and science and technology sectors in anticipation of their forthcoming implementation.
In the cultural arena, Wizzfilms Inc., a Montréal-based production company, signed a $5.3M coproduction agreement with Glaz Entertainment, a frontrunner in Brazil’s audiovisual production industry. The agreement provides for producing a feature-length animated film entitled Worms geared toward general audiences.
In the social intervention sector, the Montérégie Youth Centre, an agency specializing in working with delinquents, signed a collaboration agreement with the Santo Antonio Maria Claret de Ribeirão Preto community organization in Brazil. The agreement formalizes collaborative initiatives that began in 2006. The collaboration will lead to training Brazilian social workers and developing a Brazilian clinical internship program.
“The Québec Government Office in São Paulo will play a key role in promoting Québec in Brazil. Our relations with Brazil are clearly expanding. Trade between Québec and Brazil has doubled over the past four years. Brazil is also an excellent gateway to Latin America for Québec,” noted Minister Arcand.
