2010 Raoul Dandurand scholarship

During an address before the Société des relations internationales de Québec (SORIQ), Pierre Arcand, Minister of International Relations and Minister responsible for La Francophonie, presented the 2010 Raoul Dandurand scholarship to a student enrolled in the Institut québécois des hautes études internationales (HEI) at Université Laval.

The recipient of the 2010 scholarship is Gabriel Laflamme, who has been enrolled in the HEI master’s program in international studies since 2007. The scholarship will allow him to begin an academic internship at the Canadian Embassy in Algiers in June. Gabriel, who also did part of his bachelor’s studies in Russia, is targeting a career in international relations.

Awarded by SORIQ, the annual scholarship is named after Québec politician Raoul Dandurand (1861-1942), who was a Canadian senator and President of the League of Nations Assembly.

Minister Arcand was invited by SORIQ to describe the objectives set forth in the Québec Government’s U.S. Strategy, released at the start of 2010. The Ministère des Relations internationales supports SORIQ, which provides stakeholders in the Québec City area who are concerned about international issues with an excellent discussion forum.
