FOCALPoint considers Québec-Americas partnership

In its October issue, FOCALPoint spotlights Québec’s engagement in the Americas. Monique Gagnon-Tremblay, the Minister of International Relations and Minister responsible for La Francophonie, contributed to this commemorative issue, which pays tribute to the 20th anniversary of Canada’s permanent membership in the Organization of American States (OAS).

The article, signed by the Minister, is entitled Québec and the Americas: A Natural Partnership. It discusses the significant efforts made by the Québec government in the Americas since the publication of Québec’s International Policy in May 2006. It also describes the strategic relations it has developed within the OAS in close cooperation with the Canadian government, especially as concerns the development and reconstruction of the Republic of Haiti. Finally, it discusses how bilateral relations with Haiti, Mexico and Brazil have been intensified in an effort to cooperate in areas of mutual interest.


FOCAL is a high-level, independent think tank that is dedicated to strengthening Canadian relations with Latin America and the Caribbean through political dialogue. Since it was founded in 1990, this organization has adopted the mission of creating a better understanding of major issues in the hemisphere and promoting the construction of a more solid pan-American community. FOCALPoint is the organization’s monthly on-line publication. Its diverse audience includes political decision-makers, civil society actors, university researchers and students.
