Consul General of Brazil in Québec City

Oswaldo Eurico Balthazar Portella, the Consul General of the Federative Republic of Brazil, was in Québec City on February 17 to discuss Québec-Brazil relations.

At a meeting with Monique Gagnon-Tremblay, the Minister of International Relations and Minister responsible for La Francophonie, the Consul General emphasized his commitment to consolidating the collaboration between the Consulate General and the Ministère des Relations internationales in order to strengthen ties between Québec and Brazil.

The Minister updated the Consul about the negotiations on three agreements with Brazil in the following areas:

  • Social security
  • Higher education
  • Multisectorial cooperation with the authorities of the State of Rio de Janeiro


In addition, she stressed the Government of Québec’s desire to pursue its rewarding exchanges with Brazil in the fields of education and culture.

The Consul General also met with Clément Gignac, the Minister of Economic Development, Innovation and Export Trade. Mr. Gignac reiterated Québec’s interest in expanding trade with Brazil, especially in light of Brazil’s successful bids to host the Summer Olympics in 2016 and the FIFA World Cup in 2014. Major public infrastructure work currently underway in Brazil for these events will provide potential business opportunities for Québec companies.

An emerging economy

Brazil has the 8th largest economy in the world according to the World Bank. Its vibrant economy makes it a highly promising market and a priority for Québec, which is why the Québec Government Office in São Paulo was opened in March 2008. In 2010, Québec exports to Brazil increased from CAN $498 million to CAN $900 million while imports from Brazil increased from CAN $1.4 billion to CAN $1.6 billion.
